KNOXVILLE, Tenn. (January 8, 2025) — Priority OnDemand, a healthcare services company integrating EMS, medical transportation, telehealth, patient logistics, and vehicle solutions optimizing medical transportation and care delivery, announced two strategic leadership appointments.
Steve Blackburn has been named Chief Administrative Officer (CAO), a newly created position, while Phil Koster has been appointed Chief Operating Officer (COO) of Priority Ambulance.
“As Priority OnDemand continues its trajectory of exceptional growth, it’s important that our leadership structure also evolves to meet the demands of our expanding organization,” said Bryan Gibson, CEO of Priority OnDemand. “Steve’s extensive operational expertise and deep understanding of our business make him the ideal candidate to serve as our first Chief Administrative Officer, where he will oversee administrative functions across our family of companies.”
In his new role as CAO, Blackburn will focus on companywide strategic planning and implementing infrastructure and systems to support future growth. He has more than 30 years of emergency medical services experience, previously serving as the company’s Chief Operating Officer.
Phil Koster, previously Southeast Regional President, will succeed Blackburn as COO of Priority Ambulance, overseeing all ambulance operations across the company’s national footprint. Koster brings more than 25 years of experience in public safety and ambulance service management to the role.
“Phil’s comprehensive background in emergency services and his proven track record of operational leadership makes him exceptionally qualified to lead our ambulance operations,” Gibson added.
These appointments are effective immediately.
